Functions

Functions of the Public Procurement and Disposal of Assets Authority are stipulated in Section 8 of PPDA Act, 2018 as follows:

  1. Formulate policies and standards on public procurement and disposal of assets and ensure compliance by all parties to procurement and disposal process;
  2. Provide advisory services to Government institutions on public procurement and disposal of assets policies principles and practices;
  3. Monitor and report performance of the public procurement and disposal of assets systems in South Sudan and advise on desirable changes;
  4. Monitor classified procurement information, including that of specific items of security organs and make recommendations to the Council of Ministers;
  5. Adopt international training standards in public procurement and disposal of assets in consultation with competent authorities;
  6. Prepare, update and issue authorised versions of Standard Bidding Documents (SBD), procedural forms and any other required document to PEs;
  7. Ensure that any deviation from the use of SBDs, procedural forms and any other required document is applied only after the prior written approval of the PPDAA;
  8. Issue of the regulations made under PPDA Act;
  9. Issue guidelines under PPDA Act;
  10. Organise and maintain system for the publication of data on public procurement and disposal of assets opportunities, awards and any other information of public interest as may be determined by the PPDAA;
  11. Maintain register of providers of supplies, works and services;
  12. Conduct periodic review and inspections of the records and proceedings of the PEs to ensure full and correct application of PPDA Act;
  13. Adopt, adapt, and update common specifications standards, the use of which shall be mandatory for all PEs;
  14. Determine, develop, introduce, maintain, and update related system-wide data bases and technology;
  15. Develop policies and maintain an operational plan on capacity building for procurement officers in all PEs, both for institutional and human resource development;
  16. Agree and advise on a list, which shall be reviewed annually, of works, services, and supplies in common use by more than one PE which may be subject to common procurement and disposal process;
  17. Establish and maintain institutional linkages with entities with professional related interest in public procurement and disposal;
  18. Undertake public procurement and disposal research and surveys nationally and internationally;
  19. Undertake any activity that may be necessary for the execution of its functions;
  20. Receive and address complaints form a bidder;
  21. Administers and enforce compliance with all the provisions and the regulations made under PPDA Act; and
  22. Coordinate the management and deployment of procurement officers in PEs, in accordance with the Public Financial Management and Accountability Act of 2011.
