PPDAA Board Approves Ten Standard Bidding Documents

The PPDAA Board chaired by His Hon. Ayii Bol Akol during their 7th Board Meeting which was held on Friday, 7th March 2025 formally approved ten (10) Standard Bidding Documents to be used by all Procuring Entities in South Sudan for procurement of goods, works, consultancy and non-consultancy services. The documents which are available in PPDAA’s website include: Request For Bids(RFB) for: Medium and  Large Works, Small Works,  Goods, Non-consultancy Services; and Design, Supply and Installation of Plant and Equipment. Others are Request For Quotations (RFQ) for: Goods, Works and Non-consultancy Services; and Request For Proposal (RFP) for small Consultancy assignments, and  for Complex Consultancy Services. 

This is the initial set of SBDs which were found to be core to the procurement process at these early stages of setting up a procurement system for South Sudan. Further SBDs will be developed depending on the identified needs of the Procuring Entities. 

It is the mandate of the Public Procurement and Disposal of Assets Authority (PPDAA) to prepare and issue Standard Bidding Documents (SBDs) in accordance with Section 8(1)(f) of PPDA Act 2018 and Regulation 4(1)(c) of PPDA Regulations 2024. 

Further Regulation 4(1)(e) requires PPDAA to ensure that the SBDs are easily available to all Procuring Entities by posting them on its website. In addition, Regulation 4(2) requires all procuring entities to use the SBDs issued by the PPDAA for a particular kind of procurement, and where no such document has been issued shall seek approval to use a bidding document developed by that procuring entity until the PPDAA issues the relevant bidding document.
