The Public Procurement and Disposal of Assets Authority (PPDAA) welcomes the approval of the SSP 7 trillion National Budget for FY 2025/26 by the Council of Ministers in a meeting chaired by H.E. President Salva Kiir Mayardit on 14th November 2025. The decision marks a major step toward restoring fiscal discipline and accelerating service delivery for the citizens of South Sudan.
Information Minister and Government Spokesperson Hon. Michael Makuei Lueth announced that the Cabinet has directed the Minister of Finance and Planning to present the draft budget to the Transitional National Legislature (T-NLA) for detailed scrutiny and final endorsement.
Public procurement remains the primary vehicle through which budget allocations are transformed into real services for citizens—including roads, health supplies, education materials, public infrastructure, and government operations. President Kiir’s call for enhanced efficiency, transparency, and accountability underscores the critical role procurement plays in national development.
With the Authority’s institutional structures now operational—including the PPDAA Board, Secretariat, and Regulatory Framework (the PPDA Act 2018, the Regulations 2024 and Standard Bidding Documents)—the Authority is preparing to intensify procurement compliance follow-ups across all Procuring Entities (PEs) once the budget is approved by the T-NLA.
The post-budget compliance plan will focus on: Ensuring timely submission and review of Annual Procurement Plans aligned with approved budget ceilings; Verifying the functionality of Procurement Committees, Procurement Units, and Evaluation Committees in all PEs; Monitoring high-value and high-risk projects, including major infrastructure initiatives; Providing targeted capacity-building support to strengthen procurement professionalism and improve contract management; and enforcing transparency and integrity measures, including adherence to proper legal procedures when signing commitments on behalf of the Government.
Speaking on the Authority’s readiness, the Executive Director (ED) of PPDAA Hon. Deng Akuei Kak stated:
“The approval of the national budget ushers in a new phase of accountability. With the necessary procurement structures now in place, PPDAA is fully prepared to support Government institutions during the implementation of the FY 2025/26 budget. Our priority is to ensure that every South Sudanese pound delivers value, adheres to the law, and contributes to national development.”
The ED further emphasized that PPDAA will work closely with all Ministries, Departments, Agencies, States, and Special Administrative Areas to improve procurement planning, enforce compliance with the PPDA Act 2018 and Regulations 2024, and strengthen integrity in public procurement processes.
