
Honourable Deng Akuei Kak Chairing a meeting between the Public Procurement and Disposal of Assets Authority (PPDAA) Staff and the African Development Bank Supervision Mission (AfDB) on the South Sudan Non-Oil Revenue Mobilization and Accountability (NORMA-1) and the Institutional Support Project Strengthening Economic Governance in South Sudan (ISP-EG) Projects. The AfDB Mission Team was led by M/s Eline Okudzeto, Principal Governance Officer and Task Manager.
The meeting was held at PPDAA’s Board Room on 12th February 2025. PPDAA is a beneficiary of the ISP-EG Project which is supporting the Design of PPDAA Permanent Offices in the Juba City. The design assignment commenced in February this year.
During the meeting, PPDAA presented the progress of procurement reforms in South Sudan including issuance of Public Procurement and Disposal of Assets Regulations by the Minister of Finance and Planning on 17th October 2024 and finalization of the Website and the Tender Portal in January 2025. The PPDA Act 2018, the PPDA Regulations 2024, the Standard Bidding Documents and other Guidelines for use by the Procuring Entities are now available in the Website; and bidding opportunities, awards and other related information including the Registration of Providers can be undertaken through the Tender Portal.
In addition to the progress of procurement reforms, PPDAA presented areas where more support is required from the AfDB including the Construction of Office Building once the design is completed and large capacity building programme for PPDAA Staff and all public officials involved in public procurement and disposal assets in South Sudan. PPDAA further explained that it is the host of the 17th East African Procurement Forum slated for September 2025 and requested the support of AfDB in hosting this large regional event which attracts procurement practitioners in all East African Countries including South Sudan, Uganda, Kenya, Tanzania, Rwanda, Burundi and DRC.
In response, AfDB Mission expressed satisfaction to the progress made on reform of the procurement and disposal of assets system of SS and pledged further support to PPDAA. They directed PPDAA to work closely with the Ministry of Finance and Planning to ensure that PPDAA’s requirements for support are included in the Country list of priorities for which the Ministry is seeking the support of AfDB funding.
